ITU aligns with NCC’s submarine cable resilience proposals

In a groundbreaking move to safeguard global digital infrastructure, the International Telecommunication Union (ITU), a United Nations agency specializing in digital technologies, has joined forces with the International Cable Protection Committee (ICPC), the foremost industry body dedicated to submarine cable protection. Together, they have established the International Advisory Body for Submarine Cable Resilience, aimed at bolstering the durability of this critical telecommunication backbone.

This initiative gains urgency following recent incidents of undersea cable disruptions that severely impacted connectivity across several West African nations. In response, the Nigerian Communications Commission (NCC) called for a unified, regional strategy to protect shared telecommunications infrastructure. At the 21st West Africa Telecommunications Regulatory Assembly (WATRA) Annual General Meeting, Dr. Aminu Maida, Executive Vice Chairman of the NCC, emphasized the need for a robust mechanism to safeguard submarine cables and mitigate the cascading effects of such disruptions on the subregion’s economy and connectivity.

Submarine cables form the bedrock of the digital era, carrying over 99% of international data traffic. They enable everything from internet connectivity and financial transactions to government operations, e-commerce, and digital healthcare. Any damage to this infrastructure risks widespread disruption, making resilience a global priority.

The newly formed Advisory Body will focus on enhancing cable resilience by developing best practices for governments and industry players. This includes accelerating the deployment and repair of cables, reducing damage risks, and ensuring seamless communication continuity.

“Submarine cables carry over 99 percent of international data exchanges, making their resilience a global imperative,” noted ITU Secretary-General Doreen Bogdan-Martin. “The Advisory Body will mobilize expertise from around the world to ensure this vital digital infrastructure remains resilient in the face of disasters, accidents, and other risks.”

This collaborative initiative underscores the need for a proactive approach to securing submarine cable networks, ensuring uninterrupted connectivity in an increasingly interconnected world. As digital dependence grows, safeguarding these critical arteries of global communication becomes more than a technical necessity—it’s a cornerstone of global progress.
